     Mike Ryan has been the Chief Purchasing Officer of the City of Plano Texas since 1990. Under his leadership, The City of Plano Purchasing Department is one of only six governmental entities in the United States to receive the Achievement of Excellence in Procurement Award from the National Purchasing Institute every year since its inception. Mike has been a leader in the North Texas area when it comes to cooperation among agencies and innovations in public procurement activities. He has worked for the City of Plano in various capacities since 1977 and has first-hand knowledge of the procurement process from not only the Purchasing perspective but also the User perspective. 

     Mr. Ryan has served in many professional positions since working in public procurement:

• Past President - National Purchasing Institute, the public sector affiliate of the Institute for Supply Management.
• Past President - Texas Purchasing Management Association
• Served on Board of Directors - Texas Municipal League on behalf of the Texas Purchasing Management Association
• Past Chairman - North Central Texas Regional Certification Agency
• Past Chairman - Collin County Governmental Purchasers Forum

     In 2005, Mike was awarded the prestigious CARLTON N. PARKER AWARD by the National Purchasing Institute for his "Lifetime Achievement and Leadership" in the Public Procurement field.

     Mike has conducted various public procurement classes for many local, state and national organizations. He is a graduate of the University of Texas at Austin.
