Shelli offers over sixteen years of experience in local government management.  Her most recent experience as assistant city manager in Allen, Texas allowed her to specialize in managing the organization's strategic planning process.  Shelli has expertise in strategic planning, city council and community relations, process improvement and development of performance measures.  Shelli also oversaw the public and media relations and human resources departments.  Shelli is also skilled in project management, process improvement strategies, performance measurement, consent building and board and community relations.

Prior to Allen, TX, Shelli served in a variety of positions for the Cities of Southlake and Irving, TX and as a Consultant with a firm specializing in local government consulting.  She obtained her Bachelor of Arts degree in Political Science and Communication Studies and a Masters in Public Administration from the University of Kansas. 

Representative Experience

• Strategic Planning:  Developed, oversaw and managed the City of Allen, Texas' annual strategic planning process. Worked with the City Council and staff on visioning, goal setting and facilitating the Strategic Planning sessions. Coordinated annual goal setting meetings, developed and updated the strategic plan, and continually monitored the implementation and progress associated with annual goals.
• SWOT Analysis/Environmental Assessment:  Conducted SWOT (Strengths, Weaknesses, Opportunities, and Threats) analyses with City Council and Executive Management Team members to prepare and assist in facilitating goal setting meetings.  Conducted Environmental Assessment exercises to work with participants in identifying and assessing a community's opportunities as it relates to its neighbors.
• Citizen Surveys: Implemented citizen surveys and analyzed responses to assist city leadership in determining resident's opinions of current and potential city services.
• Process Improvement:  Conducted internal operational reviews of city departments emphasizing process re-design and benchmarking to improve organizational efficiency and effectiveness.
• Organizational Management Review: Conducted management studies for various municipal organizations focusing on efficiency, staffing levels, organizational structure, benchmarking and internal organization climate analyses, and identified process improvement opportunities.
