Alleethea Porter

Alleethea Porter is an accomplished leader in financial operations and management, with over two decades of
experience driving results in billing, collections, and strategic planning. Known for her keen attention to regulatory
compliance and ability to streamline operations, she has consistently delivered results across municipal, educational, and
corporate sectors.

Most recently serving as Utility Billing Manager for the City of Canyon, Alleethea successfully implemented new
financial software systems and optimized billing operations, significantly improving efficiency and transparency. Prior to
that, she served as Assistant Utility Billing Manager for the City of Amarillo, overseeing nearly 80,000 accounts monthly
and managing a mid-sized team across various financial functions.

Her career includes progressive roles with West Texas A&M University, Lubbock Independent School District, and
Southwestern Bell/AT&T, where she honed her skills in customer service, policy development, and stakeholder
engagement. Alleethea’s leadership has been marked by a consistent focus on process improvement, fiscal responsibility,
and team development.

She holds a Master of Science in Public Administration and a Bachelor of Science in Business Administration—both from
Wayland Baptist University. She has completed five tracks of the Certified Public Manager (CPM) program through Texas
Tech University and holds a Regional Records Management Certificate from the Texas State Library and Archives
Commission, as well as a Supervisor’s Skills Training Certificate from Amarillo College.

Outside of her professional accomplishments, Alleethea finds joy in spending quality time with her seven grandchildren
and family, traveling, attending church, and baking.
