Billy Owens

Billy Owens spent over 17 years in municipal government before joining the SGR team
as a Senior Vice President for Executive Recruitment. He spent extensive time as a
civilian in both the City of Irving Police Department and the City of North Richland Hills
Fire Department in emergency management. After twelve years in public safety Billy
transitioned to city administration spending his last five years as the Assistant to the City
Manager for the City of North Richland Hills.

Billy brings a wide range of experience in the local government profession with a
demonstrated history of working in the municipal city management and emergency
management industry. Skilled in public affairs, government relations, policy analysis,
project planning, emergency management, and budgeting, Billy brings a breadth of
knowledge to the table for executive recruitments.

In 2025 Billy decided to translate his skills in local government administration but
helping to place the next generation of great leaders. His years of experience in city
government make him uniquely suited to understand the needs and desires of both the
elected and appointed leaders in public organizations.

Billy lives in Greenville, South Carolina with his wife Natalie and two children.
