Before joining SGR, Ms. Elaine Lukey was a former COO with the City of Carlsbad in California. She has enjoyed over 20 years in local government learning about leadership, leading, and coaching leadership principles at all levels. An additional 17 years of experience in the private and non-profit sectors established her passion for supporting and serving others, including providing executive coaching since 2020.
Her focus on high-performing teams started at a young age playing sports including ice hockey, soccer, softball, skiing, basketball and yes even pickleball. Her favorite sport recently was ‘Antique Hockey’ where her and her husband played together in an over 50 league.
Elaine has a Masters Degree in Environmental Health Science and Policy, and a Bachelors Degree in Environmental Studies. She also has an Associates Degree in Business and is a Certified Public Manager. She believes in life-long learning and travel, and she and her husband have two children in their 20s.
She prioritizes volunteering in New York City where she’s lived for 4 years. In the past she was a youth sports coach for 12 years, and is currently an ESL Teacher at the Chinese Open Door Senior Center in Manhattan as well as a kitchen worker preparing meals for home-bound, chronically ill people.
Elaine brings positive energy into everything she’s involved with, and her goal is to continue to support younger leaders in their growth. SGR’s mission, values and commitment to serving local government are what attracted her to join our team.
