Veronica is a seasoned municipal finance executive with 30+ years of leadership experience in public sector finance, enterprise operations, and organizational transformation. Prior to joining SGR, she served as Assistant Finance Director for the City of San Antonio, leading enterprise-wide financial systems and operations supporting 40 City departments and a $3.8 billion Consolidated Annual Budget.

As a key architect of the City’s Fiscal Shared Services model, Veronica partnered with departments to design and implement a comprehensive career path framework that strengthened financial operations through structured staff development and standardized enterprise-wide business processes. She recruited, hired, and developed Department Fiscal Administrators to support the financial management and reporting needs of departments citywide, creating structure, consistency, and accountability. This initiative significantly reduced audit findings, strengthened internal controls, and enhanced service delivery.

Veronica also led the implementation of the City’s $326.9 million ARPA Spending Framework and administered multiple COVID-19 grant programs, ensuring transparency, compliance, and effective allocation of federal resources during a critical period. Her leadership contributed to maintaining the City’s strong general obligation bond ratings of AAA from Standard & Poor’s and Moody’s and AA+ from Fitch.

Throughout her career, she has held senior leadership roles including Utility Manager, Fiscal Operations Administrator, City Center Assistant Director, and COVID-19 Executive Officer. She has led and developed teams of up to 250, mentoring emerging leaders into executive roles and building sustainable leadership pipelines.

An active member of the Government Finance Officers Association (GFOA) since 1999, Veronica has served on the Budgeting and Fiscal Policy Committee, Nominating Committee, and Executive Board. She holds an Executive MBA from The University of Texas at San Antonio and a Bachelor of Business Administration in Finance from St. Mary’s University in San Antonio.

A native of San Antonio, Veronica is deeply committed to her community. Her charitable interests focus on organizations supporting women and children, particularly those advancing education and opportunity. She enjoys travel and fitness and has been happily married for over 30 years with one adult son.
