William “Bill” Fraser

William “Bill” Fraser is a municipal executive with 42 years of leadership experience in local government across New England, most notably serving as the City Manager of Montpelier, Vermont’s capital city, for the past 30 years. After retiring in June, Bill joined the SGR team, where he provides consulting services—including executive recruitments—to municipalities throughout New England.

During his tenure as City Manager, Bill was elected to represent the Northeast Region as a Vice President on the Executive Board of the International City/County Management Association (ICMA), serving from 2020 to 2023.

Bill holds a Master’s Degree in Public Administration from the Harvard Kennedy School of Government and a Bachelor’s Degree in Public Management from the University of Maine. He is also a graduate of the Senior Executives in State and Local Government program at the Harvard Kennedy School and the Senior Executive Institute program at the University of Virginia’s Darden School of Business.

A native of Bath, Maine, Bill is a graduate of Morse High School.
