Town of Colonie, NY – Highway Director

Typical work activities include but not limited to:

• Directs the overall administration of the Highway Division to ensure the most efficient and economical use of personnel, equipment, and materials;
• Plans, assigns, and coordinates the activities of Division personnel in carrying out roadway, bridge, drainage, and traffic system functions;
• Provides day-to-day leadership and works with staff to ensure a high-performance, customer service-oriented work environment;
• Develops and implements strategic and capital plans for roadway reconstruction, bridge and culvert rehabilitation, drainage improvements, and infrastructure expansion;
• Directs the construction, reconstruction, maintenance, and repair of highways, bridges, culverts, storm drainage systems, sidewalks, traffic signals, street lighting, and related infrastructure;
• Ensures compliance with Federal Highway Administration (FHWA) requirements, including the Manual on Uniform Traffic Control Devices (MUTCD) and the National Bridge Inspection Standards (NBIS), and New York State Department of Transportation (NYSDOT) standards, specifications, and Highway Design Manual requirements;
• Oversees the review of engineering plans, specifications, traffic control plans, and development proposals related to roadway, drainage, and transportation infrastructure;
• Manges and oversees the replacement and repair of street lighting equipment and systems;
• Ensures compliance with Federal, State, and Local laws, regulations, permits, and ordinances governing transportation systems, stormwater management, work zone safety, traffic control, and infrastructure design and construction;
• Oversees the development of specifications for procurement of goods and services, including preparation of bid proposals, evaluation of bids, and recommendation of contract awards;
• Prepares and administers the Highway Division annual operating and capital budgets and monitors expenditures;
• Administers provisions of labor agreements and manages corrective action processes;
• Directs snow and ice control operations and emergency response activities, including integration into incident command structures as required;
• Maintains and oversees asset management systems for roadway, bridge, drainage, traffic signal, signage, and lighting infrastructure, including integration with Geographic Information Systems (GIS);
• Represents the Division and coordinates with Federal, State, County, and local agencies as well as residents, developers, and other stakeholders, to ensure effective communication, regulatory compliance, and project coordination in connection with roadway, drainage, traffic control devices, street lighting and stormwater management issues;
• Directs the investigation of complaints and damage claims related to highway and drainage infrastructure and makes recommendations for resolution;
• Recommends organizational, procedural, and policy changes to improve Division operations and service delivery;

Minimum Qualifications:

• 1. Possession of a Bachelor’s Degree in Civil Engineering or a closely related Engineering field PLUS registration as a Professional Engineer AND eight (8) years of experience in highway, roadway, bridge, or drainage infrastructure design, construction, or maintenance, at least three (3) years of which shall include administrative and supervisory responsibility, OR
• 2. Possession of a Bachelor’s Degree in Civil Engineering or a closely related field AND possession of a Master’s Degree in Civil Engineering, Public Administration or a closely related field or certification as a Certified Public Works Professional – Engineering, Project Management Professional, Asset Management Professional or Lean Six Sigma (Black Belt), or a related certification AND eight (8) years of experience in highway, roadway, bridge, or drainage infrastructure design, construction, or maintenance, at least three (3) years of which shall include administrative and supervisory responsibility.
