Located in Hartford County along the Connecticut River, Enfield enjoys an exceptional location between Hartford, Connecticut and Springfield, Massachusetts, with convenient access to Interstate 91, Bradley International Airport, Boston, and New York City.
The Town of Enfield operates under a Council-Manager form of government. The Town Council consists of 11 partisan members. Reporting directly to the Town Council, the Town Manager serves as the Chief Executive Officer responsible for the administration of municipal operations and implementation of Council policy and provides executive leadership for all municipal operations.
The ideal candidate is a collaborative, transparent, and politically astute municipal executive with a proven record of building trust throughout an organization and community.
Required qualifications include:
- The successful candidate must have a bachelor’s degree or higher from an accredited college or university, with a major field of study in public administration or government, and a minimum of five (5) years’ experience in public administration.
- Ten (10) or more years of progressively responsible experience in municipal government or a related public-sector organization.
- Senior-level executive leadership experience such as Town/City Manager, Assistant Manager, Deputy Manager, or Department Director.
- Valid Connecticut driver’s license or ability to obtain and maintain one.
Preferred qualifications include:
- Experience with municipal finance, long-range budgeting, and capital planning.
- Experience leading economic development and redevelopment initiatives.
- Experience with collective bargaining, labor relations, and personnel administration.
- ICMA Credentialed Manager (ICMA-CM) or other advanced professional credentials.
- Familiarity with tax increment financing (TIF) and abatements
The salary range for this position is $200,000 – $225,000 depending on experience and qualifications.
